‘Ethiopia’s media crackdown is bad news for Africa’

Without a free press in Addis Ababa, Africans are being locked out of the important decisions being made in their de facto capital, writes Simon Allison

“Ethiopia’s media should be playing a crucial role in the May elections, but instead many journalists fear that their next article could get them thrown in jail.”

January 23, 2015 (The Guardian) — It’s not easy being a journalist in Ethiopia. In fact, it’s nearly impossible, according to a new 76-page Human Rights Watch report that documents the scale of the state’s censorship apparatus. As a journalist, it makes for highly disturbing reading.

“Ethiopia’s government has systematically assaulted the country’s independent voices, treating the media as a threat rather than a valued source of information and analysis,” says Leslie Lefkow, the organisation’s deputy Africa director.

“Ethiopia’s media should be playing a crucial role in the May elections, but instead many journalists fear that their next article could get them thrown in jail.”

The authors of the report spoke to 70 Ethiopian journalists, many in exile, who painted a dismal picture of the state of Ethiopian media. The government exerts control in many different ways – some subtle, some quite the opposite.

Constant fear
In November, a report from Reporters Without Borders said at least six publications had been forced to close in recent months and 30 journalists forced to flee abroad as the result of the biggest crackdown on privately-owned press since 2005.

“Most print publications in Ethiopia are closely affiliated with the government and rarely stray from government perspectives on critical issues,” said the findings from HRW, which explain how publications critical of Ethiopia’s government are regularly shut down, and printers and distributors of critical publications closed.

“Journalists critical of government policies and their families live in constant fear of harassment, arrest, and losing their livelihoods,” writes Lefkow, as “the state controls most of the media, and the few surviving private media self-censor their coverage of politically sensitive issues for fear of being shut down.”

Senay Abate, another journalist who was forced to flee Ethiopia, experienced similar pressures. “I was receiving intimidating threats via text message to discourage me from doing what I was doing. It was obvious it was coming from government security agents,” he said.

Social media is also heavily restricted, and many blog sites and websites run by those living in the diaspora are often blocked inside Ethiopia. In April 2014 authorities arrested six people from the Zone 9 blogging collective, who have now been in prison for more than 260 days under antiterrorism laws.

Human Rights Watch says that this particular case has had a “chilling effect” on freedom of expression in the country, “especially among critically minded bloggers and online activists.”

Hub of diplomacy
This is bad news for Ethiopia, of course. It is rarely a good sign when a government attacks the press, but it’s also bad news for the continent as a whole.

The Ethiopian capital Addis Ababa is home to the African Union, the continental body tasked with driving African development and righting the continent’s many wrongs. This makes it the de facto African capital, a hub of diplomacy, a place where important people meet to exchange secrets and make deals.

If we want to know what’s happening in Africa, we need to know what’s happening in Addis Ababa. Without a free press, we can’t. How else are we going to figure out what our leaders are up to? They are certainly not going to tell us themselves.

It’s not just media, either. Ethiopia keeps a close eye on NGOs and think tanks working in the country too, even those with continental mandates, and has the power to grant or deny access to the African Union by manipulating visas – if you don’t get a visa for Ethiopia, you don’t get to visit.

The result? Researchers and advocacy organisations are wary of being too critical of the current Ethiopian administration, even if they shout loudly about the failings of other African governments.

Ethiopia, along with Rwanda, is advocating a very specific developmental model, one that prioritises economic growth and socio-economic rights ahead of liberal luxuries such as democracy, participation and human rights. It sees the stifling of a free press as a justified causality in this process.

Can we trust the figures?
The figures suggest that this model might just be working. Ethiopia’s GDP is growing at about 10.4%. Over the past decade, the country has registered statistically significant growth in the welfare, education and health categories of the Ibrahim Index of African Governance. But can we trust these figures?

A recent example from Rwanda, where free press is also non-existent, is instructive. On 15 January, David Himbara, a former economic adviser to President Paul Kagame, explained why he quit his job in an op-ed for Quartz.

“I resigned not only because he was tyrannising the nation, but also because he asked me to tamper with the truth about the economy,” he said.

In the absence of a free press, or a free civil society, this data goes unchallenged

Himbara argues that the apparent successes of Rwanda’s model for economic growth are illusory, and based on poor or deliberately misleading data. But in the absence of a free press, or a free civil society, this data goes unchallenged, and the Rwandan model is hailed as a success and eyed by other African leaders (especially those with an authoritarian streak) as a role model for their own countries.

So too with Ethiopia: without anyone to tell us otherwise, Ethiopia’s development approach looks like it is working, even if it’s not. In the absence of any kind of independent information we cannot gauge its effectiveness.

That’s why the absence of independent media in Ethiopia affects us all. Without the beady eye of a free press observing Addis Ababa, we really have no idea what deals our leaders are making at the AU, or why they are making them; and we run a real risk that the Ethiopian story will become the African story, without any real idea if that story is fact or fiction.

URGENT: Statement released by Western Australian Oromo Community

(Oromedia, 21 January 2015)The Western Australian Oromo Community says any individual or/and group of individuals who may take part in  meeting with the Ethiopian government do not represent the Oromo Community in Western Australia.

This is in reference to telephone conversation and written request made by Ethiopian Embassy in Canberra, Australia to meet with Oromo diaspora by high level of delegate from Oromia Regional State led by Vice President. Thank you for your invitation.

As Oromo Community in Western Australia, we held a series of meeting and discussion about your request and made the following official statement to your request. We would like to inform you that we are not only unable to participate in any formal or informal discussion or dialog with the current Ethiopian Government body or it’s representative, but also we strongly and firmly oppose such gathering in its any form.

We the Oromo community in Western Australia demands that the current Ethiopian regime immediate cessation of hostility against Oromo people. We demand that Government stops its lip service campaign in the election year; release all political prisoners without any precondition, respect the basic human right of freedom of speech, peaceful assembly, and expression.

We also demand that the Government stop displacing Oromo people from its ancestral lands. We speak loud and clear that the Government cease the power immediately and allow opposition political parties to operate in the country freely. We also demand that the Government respect its article 39 constitution and allow the nation and nationalities in the empire of self-determination including cessation or union at will. Then only we believe that the door of dialog and discussion with this Government be open.

According to the press release “the current Ethiopia Government is the regime that dehumanized the Oromo public: marginalized the Oromo people politically, economically, and socially.”

Sad News: Five Oromo refugees die on the Sudanese-Libya border

According to a close source, five Oromo refugees have reportedly died and other wounded after they just crossed the border into Libya. The report didn’t identify the exact date and time of the accident, but confirmed that it happened in the last week.

More than half a dozen Oromo refugees were carried on the back of an old Toyota pickup owned by human traffickers when the accident happened. The car was heading from Khartoum to Tripoli, crossing the dangerous Sahara Desert with the haphazard fast speed.

The reason that caused the accident was also said to be driving with the highest speed in attempt to escape from the border police.

The source identified Dunguje Itana, a sister of Feven Itana, a famous spiritual (Christian) singer in Afan Oromo was one of the victims. Dunguje, who was a businesswoman and had her own house in Finfine had gotten her house being demolished by government forces under the pretext of ‘illegally built house’, said the report.

She was left with no compensation for her demolished house, moreover, previously she had been experienced prolonged persecution by government militias in Finfinnee due to her allegiance to being OLF supporter, added the report.

According to one of her close friends, it was this political reason that forced her to flee to Khartoum, however, the city has never been a safe place for thousands of Oromo refugees like Dungujee from across Oromia.

It is estimated that in 2014 alone, more than 5000 Oromo refugees left Sudan for Egypt and Libya, looking for safe place and better life. Among them more than half were forced to leave the capital, fearing day and night persecution by Ethiopian government security agents.

Two Britons have been jailed in Ethiopia over terrorism

January 15, 2014 (Bloomberg) — An Ethiopian court sentenced three British citizens to prison after finding them guilty of trying to establish Islamic rule in the country through acts of “terrorism,” according to a Justice Ministry official.

Ali Adorus was sentenced to 4 1/2 years in Ethiopian prison, while Somalia-born Mohammed Ahmed and Ahmed Elmi were each given jail terms of four years and eight months, Fekadu Tsega, coordinator of the federal center of prosecution, said by phone yesterday from the capital, Addis Ababa.

“They were accused of trying to unconstitutionally change the government and introduce Islamic government in Ethiopia by terrorism,” he said.

Ethiopia, where Christianity dates to about the fourth century and is followed by about 60 percent of the country’s 94 million people, sent troops three years ago into Somalia to help African Union peacekeepers battle al-Qaeda-linked al-Shabaab. The group has since 2006 been trying to overthrow the government in Somalia and impose Shariah, or Islamic law, there.

The militants have threatened to attack Ethiopia in revenge for its military presence in Somalia, as they’ve done in other troop-contributing nations, including Kenya and Uganda. Al-Shabaab carried out twin bombings in the Ugandan capital, Kampala, in 2010 that left more than 70 people dead and raided a shopping mall in the Kenyan capital of Nairobi in 2013, killing at least 67 civilians and security personnel.

Terrorism Charges

The three British men were charged with contravening the country’s 2009 anti-terrorism law, Fekadu said. The prosecution and defense have the right to appeal against the sentences. Donors such as the U.S. and the United Nations have said that Ethiopia’s 2009 anti-terrorism law is used to silence legitimate dissent from journalists, opposition politicians and other critics of the state.

The men formed a militia in 2006 and first entered Ethiopia in 2011, Fekadu said. The court found they had links with a Yemen-based section of the Oromo Liberation Front, a group banned in Ethiopia that’s fighting for more autonomy for the Oromo, Ethiopia’s largest ethnic group.

Adorus, who was arrested in January 2013 in Ethiopia, signed a false confession under torture, according to Cage, a London-based justice group,

“Ali Adorus was brutally beaten, handcuffed behind his back for extended period of time, beaten on his hands with heavy wires, hooded, electrocuted and denied toilet access,” Cage said in a statement on its website, citing a UN petition. “Without legal assistance, the Londoner eventually signed a false confession in Amharic, a language he does not even speak.”

The U.K. Foreign and Commonwealth Office has provided consular assistance to Adorus, a spokeswoman, who declined to be identified in line with policy, said by phone from Londonyesterday, without providing further information.

The mobile phone of Communications Minister Redwan Hussien didn’t connect today whenBloomberg News called him for comment, while Shimeles Kemal, state minister for communications, didn’t answer a call to his mobile phone.

Ethiopian Opposition Faces Difficulty in Entering Upcoming Elections

Ethiopian opposition parties say they are facing roadblocks in their efforts to register for the May elections. The parties say the National Election Board is complicating procedures for no good reason, and raising doubt that the elections will be free or fair.

The Unity for Democracy and Justice party has the only opposition member in Ethiopia's 547-seat parliament. But it is unclear if the party will be allowed to participate in the May elections, as the National Election Board has rejected UDJ logos.

Wondimu Golla of the National Election Board said it was not about the logos, but about procedural rules.

“According to their bylaws it says, the president of the party shall be nominated or elected by the general assembly. But they nominate by some few persons, the high officials there. So we oppose this. They have to strictly follow the bylaws, their own bylaws,” said Golla.

The National Election Board has given UDJ two weeks to organize a general assembly, and if its conduct is approved the party will be allowed to participate in the May elections. But the UDJ has decided to not hold another general assembly.

UDJ vice chairman Girma Seifu -- the only member of parliament not affiliated with Ethiopia's ruling party -- said the election board's actions were not justified.

“They do not have any legal ground or moral ground or administrative guideline to do these things. Because this is just an interference just to put a block on our active participation in the election,” said Seifu.

Voter registration in Ethiopia began last week and up to 60 parties may run for seats in the upcoming elections.

The Blue Party, formed in 2012, will be contesting elections for the first time. Blue Party chairman Yilkal Getnet said he was pessimistic about the elections as the party has repeatedly and unsuccessfully tried to work with the election board on certain issues.

"They are reluctant, and they did not give us any positive report or signs to improve these things. We did not get any signs that improve the political climate. Now for the coming elections to be free and fair we need to discuss about the political climate, to have a free media, to have international observers to observe the election, and including the budget sharing systems, and so on,” said Getnet.

During the 2005 elections opposition parties won about a third of the seats, but accusations of vote rigging led to mass demonstrations in which at least 200 protesters died and thousands were arrested.

The ruling Ethiopia’s Peoples Revolutionary Democratic Front has been in power since the overthrow of the military junta in 1991.
