Oromo Gadaa Parliamentarism – Distinctively Democratic and Efficient in Procedure, and Civil in Decorum

The Oromo Gadaa legislative assemblies used to convene every eight years (one of the assemblies is still active, i.e. the Gumii Gaayoo of the Borana Oromo) to revise and set laws, rules and regulations of the Oromo. These assemblies met under the Odaa shrines to debate and pass amendments and new laws through the system of rule by general consensus. The parliamentary system was/is distinctively democratic and efficient in procedure, and civil in decorum.

Among the Gadaa legislative assemblies, the Gumii Gaayoo of the Borana Oromo is still active and holds a prominent position in the Borana Gadaa government. The 2012 Gumii Gaayoo is set to start on August 21 (note that the Assembly has been postponed from the previously reported date of August 4 to August 21.) The other Gadaa assemblies had been terminated as a result of the conquest and colonization of Oromiyaa by Abyssinia/Ethiopia at the end of the 19th century. The inactive assemblies include: Odaa Bultum, Odaa Roobaa, Odaa Nabee, Odaa Makkoo Bilii, Odaa Bisil, and Odaa Bulluqi.
